It's not just the phone. My DH & I are fighting all the time because he is driving down the road fiddling with the radio or the GPS.

If they are stopped at a light, what harm is that doing?

You're kidding, right??
No. How is checking your texts while at a dead stop waiting for it to change any different from changing radio stations, looking for something in your bag, giving snacks to your kids in the back seat. You are not doing anything but sitting there.

I was driving over the Walt Whitman bridge heading into Philadelphia at 5 AM the other day. I had a car in the lane to my left driving erratic. I already knew what that meant. The person was texting. She kept swerving into my lane. I blared the horn twice and she continued texting.
When I approached the toll booth, I told the Toll Attendant and pointed out the vehicle. The Toll Attendant quickly called the police. I watched the police chase her down and pull her over.
I never have my phone out while driving.. It's always in my purse. And anyone who thinks it's okay to sit at a red light or stop sign and text is a complete idiot. You can very easily get rear ended. Or if an emergency vehicle needs to use your lane, now you are too busy texting and not paying attention. It's just plain stupid to be doing anything like that in your car, unless you pull over.

I can assure you that I am not a complete idiot. How are you to prevent being rear ended, you are at a complete stop already? Emergency vehicles pull around stopped cars in traffic. They also have sirenes and horns to get the attention of drivers in front of them. Again... what is the difference between checking texts and anything else a person may be doing while stopped at a red light.

This happened here in FL 2 weeks ago. Someone stopped at a light texting. The light turned green, people behind him beeping so without looking to see if there was oncoming traffic, he made a left turn into the path of oncoming traffic hitting and killing a Deputy Sheriff. This is what harm it is doing.

Question being how is checking texts any different than any number of things other people do while sitting at a red light. That same scenario could have happened to some mother looking for a child's teddy bear or that cute couple kissing in front of me last night.

It’s not.
But the law varies from state to state & it’s a ‘grey area’
that stipulates it as being illegal.
People are so hung up on the cell phone angle, they forget
many everyday things causes distracted driving, which are
just as, if not worse, than cell phone usage. Alcohol, legal drugs,
even that allergy medication, can be much more worse.
Distracted driving wears many different hats.
