I've had this happen in a restaurant. They even ask, "are you so and so?" No, ... "well you look just like her." They say everyone has a twin.

Would you ever feel comfortable just asking her? You could ask her in a polite non-confrontational way. "I can't help but notice you seem to be staring at me. Is there something wrong?" Even if she doesn't give you a genuine reason, I think it might stop her. If you're not comfortable outright asking her, you could try saying, "Do I have something on my face that I need to brush off" or something similar when you notice her staring. It would indicate to her that you notice she is staring, and hopefully she'll stop.

I don't know. The eyeballing up and down is really bad. I walk away if a guy does that to me.

I found an interesting video made by a therapist on You Tube yesterday speaking on this subject, and she claims that someone doing this type of staring is usually doing it to try and intimidiate you. Who knows if this is actually the case, but it gives me something to think about and I will be aware of what she said.
She advises to give the person staring a stern look as if you know what they are up to. I'm not certain I'm going to do that yet, though but I'm certainly not going to let her threaten me by her behavior. And I haven't. I'm just wondering what is behind it, but I may never figure that one out. It does make things "weird" because we are supposed to be working on something together but luckily I don't have to be around her all the time.
She does stare at me a lot in general too in a rude manner. Maybe she's insecure. I haven't noticed if she does it to anyone else.
