The insured paying for the uninsured is NOT a new concept. As I said in the previous thread, I found out about this inadvertantly in 1986. I noticed that my insurance company paid more than my actual hospital bill, after I had my first son. They (the insurance company) said that there is some type of surcharge (not sure if this is the exact term they used...it's been a long time) built in, where hospitals can collect up to a certain amount from private insurance companies to compensate for the uninsured who use the hospitals.
Read this article and notice the dates. I tried to find other information by googling, but everthing that comes up is about the new HC bill.
