What if your dog DID bite him? I know you think he didn't but it is certainly possible that he did- I have fallen and gotten bloody knees and not ripped my pants on the outside- it IS possible...

Correct. And just because a dog has never bitten before is NO indicator that it will never bite.
Of course the dog wasn't "aggressive" when questioned by the AC officer. The dog didn't feel threatened then.
But when it was startled by the skateboarder, it did, so, it is entirely possible that the dog could have bitten then.

Around here, people walk their dogs on the sidewalk. How rude to walk your dog on other peoples' lawns. The only 2 parks I have near me don't allow animals and the only dog park is 30 minutes away.
I walk each of my dogs daily on the sidewalk and when they have to go, they go in the tree lawn and then I pick it up. However, I have been yelled at my homeowners for allowing my dog to poop in "their" tree lawn. I would never allow my dogs to walk on someone else's lawn.

First, I wouldn't run past a dog I didn't know.
Here, if your dog bites someone, they are in quarantine for 10 days , whether they have a shot or not.
Also, if he went to the hospital, they are mandated to contact the state dog warden, police etc.

Yep. I get so irritated when someone goes whizzing by me on a bike when I'm walking my dog. It's not that I think the sidewalk is mine but I think people need to use some manners and common sense. They startle the dog, the dog reacts. What do they think is going to happen.
My cousin's dog bit her son and when they took their son to the hospital, the hospital told them they are required to contact the dog warden. The dog warden came to their home the next day and the dog had to be quarantined immediately for 10 days.

I am now taking my dog to a park nearby my house. We drive to the park. It is a huge park and he has plenty of places to walk. No skateboards and hardly any bicycles. I feel safe in this park. I have not heard from the Animal Control Officer. I would bet my life on it that my dog did not bite this boy because if he had the boy would not have continued to skateboard. My dog is 85 lbs. and if he jumps on you that is quite a punch. Until I see pictures of the bite, I will not be convinced. He has never bitten anyone. He has been socialized.
If my dog bite the boy, why didn't they quarantine him. She just told me I needed to keep him confined for 10 days in the house. I told her I lived in a condo and needed to walk him. She said just do short walks and watch for skateboards. The whole situation is very confusing.
I even told my neighbor about my dog and she said she would never believe that he bit someone. He is friendly with all my neighbors. He even plays with the small dog in the front condo. It is really fun to watch.

Never lived in a neighborhood that had skateboarding. Most pretty much rode bicycles or ran no boards. The only inline skating done around our homes was done by myself and I did it is a round asphalt circle the HOA put in for? Never did find out the reason but it sure kept me in ice skating shape in the hockey off season. Specificity always is the best way to train for a specific sport. While running certainly helps it in no way replaces what is gained by inline skating because the motions are pretty much the same except ice skating requires a whole lot more balance.

Update:
Today Animal Control came by the house. She said my dog has to stay in the house and I can not take him to the park until 4/12/14. The report said the boy went to the doctor and he had 2 punches on his right buttocks. The report said the victim was riding the skateboard past owner with leash on dog . Owner lost control of dog which bit victim. She had no pictures and she had no doctor's report that I could see. The boy was given antibiotics. She was not like she was on Sunday. I told her that was not the case. She gave me one line to write my story. I said I was picking up feces from my dog when skateboarder scared me and my dog. I can honestly say that he jumped on him. This is the first time he has bit anyone.
I am very upset. I don't know what to do. I will follow the law but I can see a lawsuit forthcoming.
