What's up with the 4 tons of inky black/goth looking eye get-up on our eternal teen queen?

And like Patti and Lisa repeatedly mentioning they are wearing (que the trumpets) "EXTRA SMALL", Shawn cannot go an entire hour without mentioning that she's (trumpets again) "38".

Are you saying that so people will say, OMG, I thought you were so much older? Because at least on TV, I'd never have guessed you to be that young.
