If a school bus monitor's job is keep order on the bus, what tools is she given to accomplish this. Does anyone know?

As she said, if she was violent with the kids, she would have been fired (or maybe arrested). If she yelled at them, she would have been accused of verbal abuse. She can't have an anger management discussion as these kids are too ill bred to understand. So how does the school board expect monitors to handle this abusive situation?
