@sunshine45. Yes.  Maryland.  They didn't take my old license, but did say it is now cancelled.

Your congressman or woman should be able to help. I

My mother was adopted when 3 days old. When she applied for a passport a couple months before my parent's overseas trip, the vital statistics department sent the birth certificate for my grandparents' stillborn baby. Their congressman's office was able to expedite matters.

@icaughtu:  My older son was stolen by his birth mother and my husband didn't have any contact with him from age 7-30.  When they reconnected DH found out that his ex had changed his son's name, birthdate and forged a SSN (she even attempted to "change" his birth certificate with whiteout and a typewriter.  To further complicate matters DHs son was born in a military hospital in S.Korea and had a consulate birth certificate (only one copy in a lifetime allowed and that's what ex "fixed" with her typewriter.  I got involved in this mess and managed to finally get it fixed.  I had my son file a Congressional.  After talking to his Congressman's office, they intervened with SocIal Security and his benefits from the "fake" SSN were moved over to "real" SSN, he got a new drivers license with real name and birthdate.  I have been encouraging him to get a Passport now, before he "needs" it, in case there are more issues...  So talk to your Congressman's office, they can fix this!
