That tax deduction for charitable contributions is available for people at any income level.  It's not only good for legitimate charities, but also for churches and religious organizations.  

It encourages people to give.  I see nothing wrong with that.

So why give that deduction to an oligarch?  

I donate directly to my charities of choice. For me, anything with Ellison isn't. 

And no, that tax deduction is not available to everyone. The 2017 tax changes made sure of that.
