Quinceñera questions

DH and I were invited to our friends' daughter's quinceñera. The dress says black and white. I have no idea how formal to go, as the invitation says ceremony and reception to follow, all starting at 3pm on a Sunday afternoon. I have a zebra print skirt that I can pair with a black top. Thoughts? Also, I have NO IDEA what to give as a gift. Or how much to spend. Is cash appropriate? (The party is on Long Island, NY) Any input is welcome, as I am totally in the dark! Thank you!!!
