2A question: going to a hotel or a Starbucks which have wi-fi capability, you need to log onto their network through your devices before you can get onto the Internet. If you are banned by user ID and use a different IP address, you would still be banned.

@BalletBabe, To have a posting account on the Community forums you need a "customer account" on the shopping area of the website first. The 2 are linked to each other. To create a brand new forum posting account, a person would have to set up a new shopping account, add a nickname, and then sign onto the Community. If your IP address is static, and you've done nothing to change it, you'd still be identified with the same address and you'd find yourself blocked from posting. In today's world, many people use cellular connections which have changing IP addresses... or they use public WiFi connections... or even proxy servers. As a result, it's much easier to bypass IP blocks and much harder for websites to pin a person to one IP address and keep them out if the person is determined to find a way in. That makes moderation trickier.

I don't know why the question was asked, but I did not get the impression that @KathyPet was asking for any nefarious reason. I assumed she was just wondering how banned posters keep coming back.

The short answer, without details, is that all IP addresses are not static, and when they're not static it's much more difficult to pin an ID to a single IP address than can be blocked. You may block one but the poster may have a large potential "supply."
