Question About The Bay...Please

I was looking up some things on the Bay...and I wondered how does one bid on something from the United Kingdom....it says GBP...15.00....I have no idea what that means...then the shipping said GBP 4.00.....This person has real good feed back...Have any of you ever bid and received anything from the U.K....????? Was it safe????
