Situations like that are all too common. I hate people that profit from the misery of animals. I helped bathe the 64 animals that were seized from a breeder such as you described. Someone had reported it. Animal Control responded to investigate and the local humane shelter had the animals examined and treated as needed. Their staff and volunteers bathed and did other things to help. All of these cats & dogs ("breeding stock" surviving in abject misery) and the babies to be sold had to be treated and a record set up for each of them with all identifying info such as approximate age, etc.
This story had a happy ending for the animals. They all survived. Of course, the public mobbed the shelter when they became available for adoption. I don't know what the vile, inhumane breeder had been charging, but the shelter adoption fee was hundreds of dollars less. Another good thing, all of these purebreds were quickly placed so some of the late-comers ended up adopting the other animals who were already there hoping to get a home.
