Your descriptions are right on for a petite person. I am 1 inch shorter but your measurements are perfect for me. Thanks! Now if only someone who makes decisions about measurements could see your post it would be helpful.

I've always asked 'Why bother?'
And I have a feeling that some manufacturers aren't even bothering, too.
One inch or one and a half inch isn't worth adjusting their machines and/or asking their sewing employees to adjust just one inch or so shorter.
Just my guess, though. Take it for what it's worth.

Off-the-rack clothing rarely fits like it was made just for you .... or me.
The U.S. clothing sizes are an approximation for weight and height, but there's nothing wrong with taking the time to have a new garment hemmed or taken in so it looks and fits better.

There should be a minimum of 3" difference! I don't know where they came up with this 1 1/4" shorter for petitie tops.
One of the first things that I do when purchasing a top is to check the bust measurments and the length. So many tops are in the 26"+ to almost 29" in length. I prefer 25". Looks and fits to much better.
As for pants it depends on the style. A wide leg 28" is good and I might be able to wear a 29" inseam. However on a straight leg or crop I go shorter.
@haddon9 @I have to say I agree if a wide leg I too can do a 28". I just pulled one out when going through my summer clothes today. I don't know why but if a wide leg and even just a 1/2" heel will work . A straight leg like in a Jean though too long . Tops are the best @ 24, 25 " . 26/27 the proportions are totally off and make me look matronly and shorter.

Why bother even making Petite, Regular and Tall, if you have to go to the tailor!
Not everyone can buy off the rack, but they can do a better job by at least following Ameican women's average height!

You can pretty much find women ranging from 4'10 to 5'11" all over.
The same garment wouldn't fit women of both heights ... unless it was a scarf, lol.
No matter what body type and height you are, anything you buy off the rack usually isn't going to fit perfectly.
If you can't do some basic altering ... or don't want to ... just get it stitched by a professional.
JMO, of course.

We know the height, weight of the average American woman.
I'm not doing any tailoring for every day casual clothing.
