Right looting that isn't "pervasive" isn't really a problem. I really think Giuliani had something with the broken windows concept. These days we rush to minimize any type of crime - looting, shoplifting, assault "peaceful rioting" complete with burning buildings, etc. etc. I guess it just isn't a problem until it happens to you.
