New puppy ???

I am a first time dog owner. I have a half schnauzer and half terrier. He is 3 months old and weighs a little over 4 pounds . The vet says he is a a good weight, but he goes around sniffing the floor or wherever he is like he is starved to death. I am feeding him puppy science diet hard food as the vet said this is all he needs. Is this common for puppies ? He had worms but got them under control.
