My UPS driver just leaves packages too....if it's a day Im working from home he does knock on the door twice (he doesnt even wait to see if I answer or not) and drops off the packages by the time I check the peep hole and open the door he's long gone............

They aren't supposed to wait.  Drop, knock/ring and go.  Unless they need a signature, of course.

Just posting a partial update.  Spoke to my UPS driver today when I received a delivery.  He indicated that the one attempt only before sending to local access site in connection with delivery depends upon computer determination.

 

Have not called UPS yet.  Will ask what the criteria is for the computer to designate only one attempt before sending package to access site in the area.  He did not know how this is determined.  Seems like everything is a secret.
