Need some advice on protecting window etc.

I am at a lower level condo and wondering does taping a plastic trash bag on the outside of the window covering it completely help to stop water seeping through?

Also someone told me to criss cross masking tape onto the window so that if it breaks it will not shatter all over. Thanks!
