i agree with the Bag Balm. My dermatologist recommends it but it must be part of a two-part remedy. You need the heavy-duty for overnight work like the Bag Balm but it is too greasy for daytime. The lighter hand creams will not do the job alone for serious dry skin. So heavy for night and a good light one for day. I've had great luck with the l'Occitane shea butter.
I wear cotton socks on my hands at night.

My favorite is Vaseline Intensive Rescue Healing Hand Cream (in a tube). I used to be able to get it locally, but I now order it from Amazon. It works very well for me, it's NOT greasy, it's very reasonably priced and it's unscented (important to me).

Loccitane shea cream. It's the only thing that stops my hands from feeling like sandpaper.
I put it on at night and my hands are so soft and smooth.

I've been using Wen hair care products for the past five years and I recently purchased some Wen Treatment Oils. I started using these oils on my face and was amazed at how quickly they were absorbed by my skin.
Over the past month, I've started using the Wen Oils on my arms, legs, hands and feet. The Wen Oils have moisturized my dry skin more effectively than the shea butter which I had been using. The oils absorb into my skin pretty quickly, so they don't feel greasy and they don't stain my sheets at night.
The Wen Oils have better staying power and keep my skin moisturized for a longer period of time. For example, I didn't have time to apply the Wen oil on my hands and feet yesterday and my skin stayed moisturized. I don't need to use a lot of Wen Oil on my skin, so I think it's a good value.
Prior to using the Wen Treatment Oils, I had been using L'Occitaine Shea Butter (about $36.50 for 5oz. plus travel size, special offer) and Out Of Africa Shea Butter ($15 for 5oz.). They worked equally well, but L'Occitaine spreads more easily. It's more expensive, but it lasts a long time.
This summer I purchased Josie Maran's 4.6oz. balm. It sells for about $44 at QVC but, this summer, I got a two for one OTO on QVC for $44. Right now they have a Josie balm duo for $54.96. -- It works reasonably well. I think 100% shea butter is more effective, but that Josie's balm absorbs into the skin more quickly.
Also, Josie's balm has argan oil as well as shea butter in it. Beeswax is also one of the ingredients. Beeswax creates a protective barrier that makes the product more difficult to wash off when you wash your hands with soap. So this adds an additional level on barrier function during the day.
You may also want to have a look at one of the online brands that QVC carries called Surgeon's Skin Secret. Before all these designer brands took over, Surgeon's Secret used to have regular segments in QVC shows. The heavy duty Surgeon Secret sticks are 50% beeswax and people who use it give it rave reviews. -- The only reason I haven't purchased it is that mineral oil is one of the ingredients. I think that lanolin is the other ingredient. I've included a link to the unscented version but they have scented versions as well.

I never use harsh soaps (with SLS) and other ingredients and my hands still get dry from washing them constantly.
I do apply hand cream after each washing. I use Suzanne Organics
If they are extremely dry, I do a gentle (face) scrub (Suzanne Organics, also) on them at bedtime and then apply either organic coconut oil or marula oil and wear gloves (Sephora).
They are so smooth by morning.

I've tried all the usual creams and "butters", but I don't think any beat Avon's dry skin cream in the blue and white tube. I order 8-10 every year when they're on sale. They're very inexpensive and cure the problem.
