My cat swishes her tail constantly...

I adopted a cat two years ago. She is part Munchkin (we think) and her tail is quite short. She swishes it back and forth quite forcefully throughout most of the day (when she is eating, looking out the window, sitting with me, etc).

From what I have read this usually indicates anger or annoyance. This does not seem to be the case with her. She is the SWEETEST cat I have ever met. But that tail is crazy! I swear she is part dog.

Should I be concerned? Could it be a sign/symptom of something else?
