Moms cat, help!!

Hi All, my mom's cat, darling Kiera is a 14 y/o black beauty. Mom went to live in a nursing home about a month ago and poor Kiki is inconsolable. Her and mom lived with me for 5 years now and I have 3 of my own cats and two dogs. The problem is, that still, after 5 years she is scared of the dogs. And her and my female, Sparkle HATE each other....any way, I am trying to get her to come out of her shell and come upstairs in the living room. She stays in moms b/r in the basement. She has a bed, tv, food, water litter, etc. The dogs will not hurt her, as my timid orange tabby boy who has no spine at all, sits on the counch with me and the dogs and watches tv. Any suggestions on how to get her out of her self imposed prison?

Oh and PS, both my husband and I go down and sit with her several times a day, so she is not all alone all day.
