Medicare Question

I posted this question in Viewpoints, but have received no responses. Maybe there's someone here that can help me.

When you are signing up (required) for Medicare, are you eligible to use it even if you are not yet signed up to draw Social Security?

Also, are you supposed to register for all 4 parts at the same time, with the required signing up?

I have been studying the medicare site, but it's not very clear. I hope someone here has had experience with my questions. TIA
