Maximum Insurance $ for Tragedies: Not Enough?

Plane crashes at air shows, stage collapses here in Indiana and elsewhere, tires flying off racecars at a track into the stands....these are some of the events in which spectators have been injured/killed.

Specifically, several weeks ago, a stage collapsed at the Indiana State Fair just before Sugarland was to perform. That incident killed 7 and physically injured 48+ more. In addition, hundreds witnessed the event, and many are claiming emotional injury as well.

Under current law, the State of Indiana has a $5 million cap for payout per incident, with $700,000 maximum allowed per individual. Just paying $700,000 to the estates of the 7 who died would use $4.9 million, leaving less than $1 million to pay everyone else some money.

There is a lawmaker here who feels the law should be changed to pay more money to these individuals. He's wanting it changed NOW, so that these specific people can get more money, not just proposing the law be changed for (God forbid) future disasters.
