Seat belts are designed to hold you in place so that you're not bouncing around the inside of the car when a crash occurrs.  The air bags are designed to protect you from hitting the steering wheel or other hard objects in the car.

 

From the way it sounded to me, she might not have been wearing her seat belt.  That alone would have protected her from some of her injuries. 

 

And yes, it sounds like her air bags didn't deploy, which is even more troublesome.

 

It sounded like she was bouncing all over the inside of the car.  She's very, very, very lucky.
