I'm not sure what happens in an operating room where a surgery goes on for several hours.
There are a lot of situations I can think of where you just can't take a bathroom break.
Many years ago I worked on an assembly line. When 'nature called', we alerted our team leader to request a designated "relief person" who would cover our job for such situations. I have spoken to teachers who said that they wear adult diapers in the classroom when leaving to use the restroom is not an option in their school.
That would not be an option I personally would consider doing. Surely not.

When I was working in dialysis and everyone was starting to have cell phones and texting all the time we started - instead of paging the doctors to tell them patients labs we would text the lab results to them and they would text us back orders to modify the patient's treatments. It was so much faster and more efficient for everyone - esp the docs - but BOY HOWDY - did the nursing supervisors ever have a fit when they would see us texting at work. Our manager really had to step in for us and set them straight. Anyway, in the meanwhile , in order for us to text undetected we would go into a linen closet or supply cupboard to text.

Apparently some teachers can't hold it and control themselves. That seems like time to retire to me. And, believe me , I have had to work in situations where holding it for a very long time is the only option.

Not sure about legal. But apparently the offenders have not heeded the warnings . . . and like all things . . . everybody suffers because of a few who abuse or don't follow the rules. Although legally, they might have to call it a surcharge or something else . . . depends on the "fine print" . . . as there is no way to tell who is doing it unless it clogs THEIR apparatus and then the source of the offending activity would be known to the maintenance staff.

Did it ever occur to you that maybe they have a medical issue? It could be temporary or long term.

I can't imagine feeling forced to wear adult diapers in order to do my job each day...OMG...the thought makes me cringe.

Of course it isn't fair. On the other hand, I don't know how they can find out who is clogging the plumbing. So it may be that in order to pay for the continuing need for plumbing services, they have to raise your rent (which is what I'd call it rather than fines.)
I mean you can ask people not to trash your property, but when they ignore your requests, you have to do something else.

On Grey's Anatomy there was an episode about wearing adult diapers in the operating room.

You're so right there . . . that would do it, for sure. I almost kinda wish it would happen, as it would be a wakeup call for everyone.
