Living in California, I have no idea what this is. Can you explain?

Jeff Koons is a famous American artist. He takes regular objects and blows them up to be HUGE, and sometimes covers them with flowers.

In the past, he brought his sculpture "Puppy" to Rockefeller Center...pic below,

He has just installed a new piece that looks like the head of a hobby horse.

I liked "Puppy" a lot. He has installed "Puppy" all over the world at famous sites.
