Where did that saying come from and what does it really mean?

To me,it seems like alot of people use it after they say something rude to lessen the rudeness,or to "diss" a person in a vague way so the person is unsure if they were dissed or not. To say something nasty but make it excuseable because you were just sayin'.

Is it from a movie?
