Of course, this is very odd behavior.

 

You are probably the only person on this board to ever see a neighbor sitting on the walkway in the early hours while still dark outside and doing it on a regular basis like clockwork. 

 

No matter why he is doing it, it is weird behavior.

 

I would chalk him up to being an odd ball of sorts and try to just ignore him.  Many neighbors are much worse.  At least yours is quiet.

No, there's nothing illegal about what he's doing as far as sitting there, but there's nothing illegal of you making it known to him that you know that he's doing it.

 

 


Purposefully directing a flood light from your property to illuminate 

aka ‘light him up’ in his front yard?  Wow. That’s infringing on his property.

And just mean-spirited. 

 

Illegal? No, but the police might be called to redirect the lights.

And of course, the ill will among neighbors would be much, much 

worse than him just sitting there.

I don't know if anyone asked this, is it possible he's smoking (or smoking something!)? Does he have headphones on, could he be listening to music or a book, or reading?

 

I sit on my front steps alone many nights (but not 4 AM). I look forward so I could look like I'm looking at my neighbor across the street. I mean no harm, just having a beverage, winding down for the day.

 

The thing that bugs me a little is he is sitting on the slate slabs, virtually on the ground. Mmmmmmmm........... Why I wonder?

 

I understand your concern, he is up & obviously knows your husband is leaving. It might be nothing but I would trust my gut & keep my door locked & my guard up.

 

I also would take the time (during the day), with your husband maybe, to stop over & say hi when you see him/them. It might come up during the conversation why he does it & then your mind will be eased.

I wonder if he has business in another country and has to be available to receive calls during their daylight hours so he goes outside to not disturb his family while they sleep.

I think the OP is smart to be observant of her surroundings - that's not over the top to me.

 

Peeking in someone's windows day in & day out - ok, that's stalkerish but she is not doing that - she is observing her surroundings. Come on, a man sitting on the ground in the pitch black at 4 AM - that's odd. Hopefully not dangerous but odd.

 

My neighbors used to be outside in the pitch black at all hours. I knew because my cat would run to the window & alert me. I realized they were smoking, just didn't turn on the outside light while they were doing it.

Perhaps  meditation.  I agree with what was said.  Perhaps his day is full of problems and this is a way for him to release feelings and start the day with a new slate.

I have steps.

I have chairs.

Sometimes I prefer to sit on the ground, less pain in my hip that way.

 

and ... there's a parade of ants on my porch and I don't like sitting in their path.

 

I assume there's a slight pitch (for drainage) to his front yard. Have you ever tried to sit sideways or backwards on a hill?

Of course he faces forward.

 

This is the only time when when there's no 'human' noise. No lawnmowers, no kids yelling, and it's a way to get away from everyone and de-stress without going anywhere.

 

just like your guy, I get up and promptly go in the house at three minutes before the hour. Not to avoid someone, but because the phone in my pocket is set to buzz alarms for taking pills, TV shows, etc. 

 

if I were sitting in my own front yard, enjoying the peace and minding my own business, and a nosy old so-and-so came bearing coffee & cookies in the last hour before dawn ... well, I'd think it's a shame that her life's so small that she has to mind mine too.

 

When would you be happy? ... when he was sitting up on his porch but facing his own house? Then you would be watching him because THAT'S odd too.
