Even if they could get someone to blow into it for them, unless this person was going to go with them (in which case the sober person could drive), the surprise stops to check would show alcohol.  It's better than implementing nothing.

We just had a guy arrested for his EIGHTH DUI....he lives down the street from me....How does this happen???

Yes, but we know some ways to get around the problem of getting someone else to start the car.  Surely, we can find other solutions as well.

My thoughts, exactly, @Drythe.  Some people always will find workarounds for anything, but that's not a good reason to stop trying to find solutions.  To my way of thinking, if it stops any of these offenders and saves any lives at all it's been a worthwhile effort.
