I need advise...

A neighbor down the road leaves their beautiful dog tied outside day and night. He has a doghouse and water but he's out all night too and in 100 degree weather and 25 degree below weather. No one interacts with him. These people have a small farm, but no one does anything but feed and water him. I can't watch it anymore. I spoke to several people and they say that if he has food, water and shelter, the authorities wont do anything. What would you do? I've thought about writing an anonymous letter to the owners of that beautiful pup.
