I wonder who is responsble for taking the garbage pail to the curb?

I finally gave up my landline in maybe 2018/2019. I had had it since 2004.
From 2004 to 2019-ish. I received phone calls (collections) for whomever had that number before me.
They did get less towards the end but I still got them occasionally.

@Sage04 everyone one is responsible for throwing their own garbage out, no pail just using garbage bags. As for the doorbell we each have our own doorbell, delivery guys usually ring both bells and leave, I don't think they're really that interested in which is the proper bell.

My concern is that the Op called the police department and they verified that they have a detective by that name but that doesn't mean that it really was him who contacted her. A scammer could have gotten his name anywhere and is using his identity for nefarious reasons.
My ex-husband died a few years ago and we had been divorced for over 30 years and I've been remarried for years. One day there was a message on my phone from someone who said he was looking for anyone who might be involved in my ex's estate. He never gave me his name or a company name just a phone number to call back.
Obviously any financial issues that we had together were resolved in our divorce proceeding. My ex had been remarried and divorced a few times after we split up so I knew he wasn't leaving me any money.
I have no idea what the scam was but you can be sure that I never returned that call. I never heard anymore from them. I'm extremely cautious with unsolicited phone calls or emails. I've known a few people who got taken by a scam and I know they were not foolish they just got deceived by someone who knew exactly how to prey on their naivete.

@Jordan2 individual bells? That's great. Now you just need your own mail box. I said earlier that you can sign up for Informed Delivery through the P.O. It's free and it sends you an email to let you know what would be delivered. But in the mean time I would just check for my mail and leave the rest. I wouldn't want anyone going through my mail. Don't be surprise if the upstairs tenant leaves you a note.

Do you, on the second floor, and the apartment on the first floor have different addresses? For example, you are 310 Elm St. and she is 312 Elm St.? Or you are 310 Elm Apt.A and she is 310 Apt.B?
If you are both just 310 Elm St., then the house was probably not legally subdivided. The post office requires separate mail receptacles.
I'm confused about the phone #. When you moved seven weeks ago, your phone number changed?
@shoesnbags We have the same address she's FL1, I'm FL2. I didn't have a landline previously when I had Verizon hook up my internet I had them install a landline phone and this is the number they gave me.
Thanks for explaining, @Jordan2 . The landlord should be providing separate mailboxes for FL1 and FL2. Maybe a polite request would do the trick?

@Jordan2 If there are no garbage cans, where do you place your filled bags during the week? I didn't think there were any communities left with twice a week garbage pickup.
I lived in a third floor rowhouse conversion in 1975 and have no recollection of what I did with my garbage in that apartment. Everywhere else I can remember.

@PickyPicky3 We get garbage pickup Monday and Thursday with recycling pickup on Wednesday alternating paper and metal and glass each week. I'm one person so I just take out my garbage for that pickup.

There's a whole community called Brooklyn, NY that gets twice-a-week trash collection. Nearly 3 million people live in Brooklyn!
Sanitation trucks empty the garbage pails on Tuesday and Friday in my neighborhood, and also collect recycling on Friday. Way too much population here to have once-a-week pickups. I don't think it's as rare as you seem to think to have two-day scheduling for garbage removal. My property taxes pay for sanitation, in part. I don't take it for granted, but I'm not surprised it takes two separate visits to keep up with the trash from me and my neighbors.
