I've found $20 twice--once outside a library, the other time just on the street. IMO finder's keeper, etc. As someone suggested, gave half to charity, half to me. No problem.

I would have left my number with the library and senior center to see if someone realized the money was missing later in the day.

Just because you found the money does not make it yours to keep, to me that's stealing and not a windfall. I would wonder who the person was who was unfortunate enough to lose the money and if it was their last 40 dollars. I would turn it into the local police and tell them where you found it. The person who lost it could conceivably call the police station and ask if anyone turned it in. You could also tell the folks at the places you mentioned that you turned the money into the cops.

Simply turn it in to law enforcement and after an amount of time has passed with no person claiming the $, it will be yours. States differ on the time frame but that would be the way to go for honest people.
It is the only way, really. And legally something found is not automatically yours, although the law usually doesn't bother with trivial amounts.
