How does the best answer feature work?

I see on some threads where every post has Best Answer.....? Who decides what is the best answer and why would all the posts have the best answer? Do not get it.

The OP of a thread marks a reply as Best Answer

(in that 3 dot edit menu in your post)

but it's not available in all

forums @SeaMaiden.

I don't think it's very helpful imho.
