Could be the 15-year old didn't want to get his/her parents in trouble by reporting it. They used a small space heater and the gas stove for heat, and there was barely any food in the house. Maybe the grandmother was cold and hungry too.

I haven't heard any more news on this story but when I do, I will let you know.
