When comparing the length of a blouse to correspond with my body where do I measure. If a blouse says 29 and 1/2 “ long from hts, is that from the highest point 

of shoulder straight down?

Yes. It’s my understanding that the front length from hps on the measurement chart is from the highest point shoulder straight down to the hem.

From the back, it's where the bone is at the base of the neck
