I learned that not all Verizon stores are "corporate" stores. 
Those that are not corporate are limited on their capabilities. 
Perhaps it would be worthwhile checking their status.

just read on nextdoor today that a kid found an i   phone that was locked. He told siri to "call mom"  and she did and  the mother picked up the phone.

I just googled How To Get into Locked Phone without a password and hundreds of options popped up depending on the type of phone.  Since I can't post links give it a try.

As example, dr.fone - Screen Unlock (Android) is for Androids.  Good luck!

Verizon is also limited in their ethics.  I wouldn't trust a thing they tell you about buying this phone.  They will unlock it and sell it for more than the $200,00 they offered you.  I could tell you stories but it would just raise my blood pressure.

An aquaintance of mine just went through this ordeal.  Her husband bought a new I Phone before he passed away.  She couldn't get into the phone because he didn't share his passwords.  She went to the phone store and was told they would not unlock it because it wasn't hers and her name was not on his account.  She had to hire an attorney and get documentation that she was his beneficiary, and furnish a death certificate.  Only then would they unlock the phone.

Don't believe a word of that.

They will open the phone and replace the Sim card, then sell the thing for big bucks.

There is always a gimmick with these places.

 

Google the make and model of the phone, they will show you or you may have to write down the instructions.

 

Then get the new Sim card.

You'll get it done,,

@CherryHugs  have your friend take it to a local service center that has nothing to do with a carrier. These guys that have a small corner store in a mall. Also check Google and see who does this. They are there. They will charge her a fee but it would be worth it. People I know bought locked phones and were able to have them opened. She does not even have to tell them it's not hers.

 

By the way, did her sister ever used the phone? Is it locked from the factory or by password?. Either way it should not make a difference.

Take it to an independent cell phone repair if all else fails. As for Verizon, they'll never sell me anything. They are one rotten bunch to try to deal with. If they were the only provider in my area, I'd go without, no matter what services I might be lacking.
