Girls clothes

I am looking for clothes for my dd, age 7 1/2 and wearing a 14 (she is tall). I am sick of seeing all the low pants and bikini panties.

I have been searching online for good underwear and quality clothes for her. What is the next step for young girls in this situation? I've been to Kohls, Pennys, aero, holister, old navy and none of them offer great things any more.
