You said you couldn't store gasoline or propane which I figured would be the case, and then mentioned about battery powered generators.
They have small ones that will power a small lamp or small fan for no more than a couple of hours (if that). They make more robust battery powered generators, but they use marine batteries which would require safe storage as well. As batteries degrade they give off carbon monoxide. Pat DeMentri here at QVC is a big advocate of carbon monoxide detectors because she and her family had a big carbon monoxide scare because of marine size batteries they were storing in their attached garage. What's scarier to me about the danger of those big batteries is the fact that carbon monoxide is an invisible killer.
You were right about your best bet being to work with the landlord and other tenants to get a backup generator. Perhaps not for the entire building, but big enough to support a safe zone in the building for all the residents.
