Flea powder for kittens?

Hi everyone, just a quick question for anyone who may have some info on this. There's a cat hotel not far from where I live. It's part of their policy that every cat receive a flea preventative upon arrival. The kittens get a flea powder on their fur, even those under six months.

Flea medication is something I know very little about, but that just seems odd to me, even dangerous, to give a kitten something that is basically poison and they're going to eventually lick off.

Your thoughts?
