One summer, on my dd birthday it had been raining on and off all day. We were getting ready to go out to dinner and I had the radio on. Suddenly, that horrid noise came on, followed by the announcement, " this is a real emergency, this is not a test!" It was bad weather heading our way. We went to our finished basement for a while. I realized I left the dog closed in the bedroom so I went up to get her. I opened the basement door and saw the trees were flying by the house sideways! I ran back downstairs! I think that's why that noise gets to me!

Believe me, you WANT those alerts to work in an actual emergency, and in order to make sure that they do, they have to test the system every so often.
It's nothing to excited or worried about.

I was standing in the kitchen and heard the ERR ERR ERR and I thought it sounded like the EAS, but there were no televisions even on in the house. So I thought it was my phone. Then the basement (husband's) TV started blasting some show. He keeps the volume so loud I didn't even want to go down there. And there were five remote controls on the table; it took me a little while to turn it off as I was being bombarded.

I noticed the same thing at just the same time OP did.
And it is different than ones I've seen before.
I also called my mom, because I have seen these supposedly once every 30 day type alerts/tests about 4 times in the last month. Her TV runs just about 24/7 and I had wondered if she was seeing them as often as I have noticed them.
Kind of has me wondering why the increase in frequency, and the change in 'format' if you will, and what kind of chatter or stuff 'they' may know or be concerned about.
I won't be one to incite panic, but it does make me more aware and questioning as to what might be going on. And I think anyone who had seen this as many times as I have in the last month or so, would come to the same conclusion.
I am taking into account that perhaps they are running them at different times on different networks etc. but still, they have been way more frequent than anything I have ever experienced.

I think if one has his/her tv on all the time (and therefore sees this test very frequently) they might question what is going on. I would imagine these FEMA tests are aired at different times to reach as many people as possible. No, I absolutely don't think it's anything other than a good thing - a test in case of an emergency.

It isn't about today, It is about the fact that these 'tests' in general have been, in my view, increasing in frequency lately. I have seen at least four of them in the last month, and am simply sharing that I have never seen that many of these 'tests' in such a short period of time.

Anyway, one of those ran about that same time here, so it must have been the same thing you experienced.
9 times out of 10, here, it's some stupid 'oh no, it might rain 200 miles from here' krap.
Sometimes it's a child kidnapping thing. Sometimes it's just a 'monthly test' thing (which might not be so bad but they run about 3 times a week!). Sometimes it's a ridiculous weather thing. Never something severe like a tornado but stuff like rain or wind and it's usually somewhere else, to boot.
UGH! I wish you could opt out, but you can't. Furthermore, even if you are watching something you recorded it breaks in so you cannot avoid it unless the tv is OFF. That sound REEEEEEEEEEEE - it's like an exaggerated version, with 100x volume, of the old type of sounds when you cranked up your dial up internet. With tinnitis, this is beyond maddening. /rant
We just had one and get them about once a month - this is a test of the emergency alert system - and there is nothing we can do about it other than turn the television off, it won't even let you change the channel.

If you were watching a recording, it just takes you to whatever channel was on the first tuner and you have to go back in to your recordings and go to what you were watching.
If I recall correctly you have TIVO? That's a glitch in the TIVO system in how it handles the EAS. When I had TIVO and Time Warner it stayed on CSPAN the entire duration of the alert. It was SO annoying and in the case when it was an actual emergency (think tornado warning) it was downright dangerous!
