Elderly abuse question

Does anyone know if it is possible to report elderly abuse on someone if they are emptying a bank account? And if the elder in question doesn't want the abusers to get in trouble so would likely say he gave his permission for them to use his cards? We do have the bank records showing the activity, but could we report the abuse even if he is protecting them?
The elder is my dad and those taking his money are my nephew & his girlfriend and they live with my parents.
