Ebay, What's this about?

I've been watching an item that started out listed at $14.99, no reserve, and free S&H that hasn't received a bid. It also has a BIN now but I can't recall if it did originally.

Well, the opening price keeps changing but not down, it keeps going up from $14.99 to $16.99, and now it's at $18.99 with $2.00 S&H. What's that about? I've seen items that aren't getting bids being reduced but never, ever going up.

It has a day to go and I was going to bid on it but since the seller seems to be misguided, I've decided against it.

So, have you ever seen this happen?
