Yes, there is a buyer protection plan, but I don't get from your comments that the item was misrepresented. You bought used clothing.
Contact the seller first, and see if they will at least partially refund your purchase price.

Soak it in some vinegar water before you wash it and she if that helps.

Not everything sold on eBay is returnable. It depends on the auction.
I've had a couple of experiences where I sold something and the buyers said they didn't even read the ad/auction before purchase, but want to return the item.

Can you return your item? I have purchased several items and needed to make a return due to fit and was able to do so with a full refund. I also check to see if the seller will accept returns. It will say so in the listing,

@Tinkrbl44 - If non-returnable, she's got a case that it may be considered defective since the potent perfume smell was not disclosed.
If the seller will not refund, she can open a case with Ebay. Ebay is very good about protecting buyers.

I understand, but if the item could not be resold when you get it back, why pay for the shipping label for the buyer to send it back to you, if you're only going to throw it out? You'd be out another $5 or so for no reason.
JMO ..... Sometimes the return process isn't worth the trouble. Just issue a refund and move on.
