Drip systems are great during such times.

It means that you have included text that was from an HTML source not recognized. Just ignore and post, and your reply will look normal.

This happens to me all the time.  I click post, and the photo posts just like I copied it.  IDK why, or what it means exactly, but I just go for it and click post

As a CA native, it's something that has come in cycles in my lifetime.  My late folks even went through the same.  Seems every 15 years or so this comes around.

No, actually that is not correct. This is the worst drought in CA in 1200 years.
