Dogs on a plane question

A friend of mine is taking her dog from Pennsylvania to Colorado. The dog will be in a carrier under her seat, not in the cargo bay.

Do you know if the dog needs any special vaccines other than rabbis? I tried to Google it but really haven't found anything to answer my question.
