A bug (virus or bacteria) cannot be manufactured, meaning it cannot be made out of thin air which the word 'manufactured' implies. Bugs have to exist in nature before they become pathogenic and they are not created out of the blue but come from modifications of nature's creations to begin with.

I don't believe a disease can be manufactured. The bacteria that causes this disease can be grown in a lab and it has. But the origin of the bug is still from nature.

Well, duh me! I missed this post. I need to look into this...are they crazy? Lifting the ban? That is just sheer lunacy!
We could all be extinct from the 1918 flu, which I understand, is kept in a few specific labs!
If you read “The Hot Zone” Terrifying True story of the origins of the Ebola Virus” (1995) Marburg was mentioned. The story it told of the imported monkeys being the cause is truly horrendous. It also mentioned that the limiting factor in outbreaks was the fact that in Africa, where it began, it killed victims so quickly that they did not have time to leave an area. This prevented its spread.
