Don't remember where I read it, but the author said that some men find watching a woman apply lipstick to be a 'turn-on'. Maybe the Queen is feeling 'frisky'?

If a male can adjust his junk in public, there is nothing wrong with women re-applying lipstick etc.

Even if you have big voluptuous lips, one needs a mirror or else they might find lipstick in places they didn't intend i.e. on the teeth or above the lip line.
