We had an incident at the town pool a few years ago. There was a swim meet with kids from areas. We got there and one of the handicapped spots was filled by a swim mom from a different club. There happened to be a police officer  there so we flagged him down only to be given some flip answers like this is private property. Yet we have a handicapped spot across from our home that has been there for many years and  yet people still park in it. We call the town and the people are ticket promptly

He was wrong, handicapped parking is enforced on private property.  He didn't want to deal with it.
