What should we do to act?


"We," meaning the ones who can actually actually pass legislature, will have to eventually put a bill into action preventing scammers who just want to put Fido on a plane because they can.

Yes, I think there needs to be certification, also.  I don't know if it can be legislated, though.  I'm getting that from others who have said the airlines are in charge.

I don't know if it can be legislated either, but it is becoming such a sticky wicket situation, the airlines might become so weary of dealing with yet one more thing, they might eventually welcome it. JMHO
