Clothing return/exchange question

So for those of you that order clothing from QVC and you return for the same item in just a different size, do they charge you for the S&H on the new item?

I never ordered clothing from QVC but have from other online stores, and if I need to exchange an item I received from them, I just call and they ship the correct size right away at no extra charge for the shipping.

I ask because I was told by a CS that it needs to be put through as a new order and I would be charged the S&H. Why then do they have a place on the return form for "exchanges"????
