It varies as to whether you live in the city, village or Town. They all have their own ordinances regarding snow removal. Usually the same deal for all..sidewalks in front of homes cleared within 24-hours or face a fine. I dont' think they ever do that though.
As for roads, again depends on the Town, Village, City, County or State. They all clear their own roads. State takes care of main state roads, county takes care of county route roads and town, village and city's take care of their own.
Usually State roads are the best taken care of..but then at times they leave a lot to be desired if it is the weekend or school is not in session.

I've noticed this winter that the streets are not salted and some don't even get plowed. We have gotten more snow this year than in year's past. It's very frustrating to drive when the streets aren't plowed.

I'm pretty rural and about 10 miles from the nearest town. Virginia Dept of Transportation (VDOT) plows our major thoroughfares and eventually gets to us during small storms like this one. During huge snowstorms, they contract with local farmers to plow our roads this far out and they do a great job.
Living in the country, we don't have sidewalks, our homes are not real close together so no one cares what you do to your driveways and personal sidewalks located on your property. They do want those living in town to shovel the sidewalks so they are clear for kids waiting for school buses. Being rural though, with no sidewalks buses stop at the end of people's driveways to pick up kids. School has been out during this small storm because it's so cold and some schools' heating systems aren't keeping up, a few broken water pipes bursting, etc. They put down some sort of liquid stuff the day before the storm was expected since the temps were to plummet. It had also been warmer before this cold snap so when the snow hit our roads it took a long time for it to stick so we really only had about a 1/2 inch on our roads but you find a lot of icy patches here and there.
